Overview
Summary:
The U.S. Embassy in Abuja, Nigeria is seeking eligible and qualified applicants for the Supervisory Voucher Examiner position in the Financial Management Office.
Duties
The position supervises the day to day operation of the vouchering and payroll units of the Financial Management Office, Embassy Abuja (6 staff) and provides guidance and assigns work to the vouchering staff in Lagos (3 staff). The position reports to the LE Staff Certifying Officer. This position further trains, manages and develops voucher examiners for the section.
The vouchering unit examines and processes all payment requests presented by vendors, employees, agency representatives, utility companies, other USG Departments/Agencies. The payroll unit coordinates the payroll activities for all Mission employees. The position is responsible for mentoring, managing and preparing employees’ performance statement. It reviews the work performed by the Vouchering staff including the Designated Billing Officer/Admin.

Qualifications and Evaluations
- All selected candidates must be able to obtain and hold a Public Trust security clearance.
- All selected candidates will be subject to a background investigation and, may be subject to a pre-employment medical exam.
- Selected candidate must be able to begin working within a reasonable period of time (6 weeks) upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Qualifications:
Option 1
- EXPERIENCE: Three (3) years work experience in finance is required.
- EDUCATION: University Degree or equivalent in Accounting, Finance, Economics or Business Administration is required.
- NYSC Certificate/Exclusion/Exemption document is required.
Option 2
- EXPERIENCE: Five (5) years of experience in finance is required.
- EDUCATION: Two (2) years of university studies in any field is required.
Language: Fluent speaking, reading & writing of English Language is required.
Job Knowledge: Expert knowledge of appropriation and other regulations governing voucher examination and payrolling is required. Ability to correctly interpret and apply regulations and procedures and decisions to be followed in the vouchering and payrolling process are required.
Skills And Abilities: Incumbent must have extensive knowledge of Microsoft office Suites (Word, Excel, PowerPoint, and Access). Excellent interpersonal and supervisory skills, ability to articulate complex issues, as well as writing skills are required. Ability to effectively utilize financial software is required. Ability to delegate effectively and to prioritize are required. Conflict resolution skills is required. Superior skills and expert knowledge of financial regulations in relation to Vouchering and Payroll is required.
